In addition to hearing it attributed to Paul Harvey, I have heard it attributed to Barry Goldwater (which is ultimately from his speechwriter, Karl Hess, whom Goldwater referred to as “Shakespeare”.
Believe it or not, I have also heard it attributed to Thomas Jefferson (presumably the President, and not the hardware store owner in Salina, Utah).
