Um….not sure about this but, if it had enough velocity to expand the bullet, wouldn’t it still have had enough velocity to completely penetrate the skull?
My very first thought too. Plus, no blood, and we don’t see the ”wound” after the bullet has been removed.
I’ve gotten a wound to the head, and head wounds tend to be bloody.

Obviously, you shouldn’t fire most live rounds into the are in celebration (small birdshot from a shotgun is safe enough), but really you shouldn’t lie to make your point.

Assume the bullet went straight up. After reaching its zenith, it will be slowed substantially by air resistance.
Still dangerous, and if it had struck a less armored part of the head it might have fully pierced, but the victim got lucky.

Not necessarily. Some orientations are unstable. You’d have to analyze a bit, but it may well be that “base down” is one example.
Skydivers learn this: some body positions are basically stable, and can easily be held during free fall. “Belly to the earth” is one example. Others are unstable, and require constant correction to maintain, not to mention skill and practice. “Stand up” is one example.
Another one who calls bullshit. That amount of deformation without any penetration seems likely impossible. Never say never, but I’m really suspicious of this.
It’s always possible the bullet struck something else first, causing it to expand.

Bullet deformation like that is from hitting something real solid. Thicker and hard than the average communist skull that’s for sure.
So, they got him to the hospital. They washed all the dried blood off his head except that just around the bullet. (Which almost looks like a scab at this point).
Then let his hair dry, took some pictures. And then disinfected him before pulling it out?
Washed off the bullet and sent him home with his memento. Then photographed it on top of his plastic coffee lid, on the way home, we suppose?
Well, it’s good to not shoot until one has a target to be destroyed. And one knows what’s behind it just in case.
