In America today, the necessity of exercising the last resort of revolution appears remote. But a Constitution is not for the moment – it is for the ages. The people’s right to alter or abolish a despotic government is fundamental to their sovereignty. The means to exercise that right should not be entrusted to an exclusive military class, any more than the freedom of speech should be entrusted only to government spokespersons.
