Do you have a date and cite for that quote? I'd like to archive it, but I like to attach provenance to it when I can.

I did a Google search for "those licensed for good and sufficient reasons" and found numerous uses of the date December 7, 1970. I found one that claimed it was during testimony for a crime commission. I have update the posting to reflect that information.

I too like to have the date and context, I was just lazy this morning when I pulled that from my collection and didn't go looking for the details like I should have. Thanks for giving me the nudge to do the right thing.
