It’s not just Chicago! One could make the case this is the conclusion reached in almost all political jurisdictions controlled by Democrats.
I’m certain that in many cases it’s not what they really believe. It just the rationalization they use to sell their victim disarmament agenda.

Not to mention, in the scene as presented, all the blame would be on the (white, presumed Trump supporter) shooter, not the gun, regardless of the circumstances. (Which we also have no idea of, given the limited context of the cartoon.)
Considering this is supposed to be Chicago, why is the the perp represented as a white guy, instead of the far more likely Person of Politically Preferred Pigmentation?
