This would enable people in Washington D.C. to halt all gun sales in the entire country by simply sending NICS employees home. Imagine a government shutdown for a few days or weeks. Imagine budget cutting. Imagine “technical problems” in doing the background checks.

Then consider what you will have actually accomplished. Which, due to your obvious simple mindedness, I’ll explain.
You will lower the threshold for all citizens to disregard laws that are un-Constitutional, illegal, immoral, unethical or just otherwise distasteful. You’ll have undermined not only the credibility of the Fed.Gov but successfully gotten significant portions of the citizenry to accept that they are living as criminals, at least in the eyes of what they formerly saw as they’re government.
Precursor to acts of rebellion and defiance? Sounds like it to me. Remove the film of legitimacy from your regime, all by yourself and on your own initiative.
The political equivalent of, “Here, hold my beer and watch this!”
