Who really cares about it being unconstitutional? This is what’s right to do, and if this means that we have to go out and have a court battle, then that’s fine … We have plenty of dead bodies coming up in our streets every single day, and that is unacceptable.

I believe that she’s talking about it being a violation of the PA state constitution, not the U.S. Constitution. So I don’t think the feds would really have any jurisdiction, even if they were inclined to do anything about it (unlikely at best).
I am not a lawyer so I could easily be wrong on anything related to the legal system…
You probably are at least partially right. The law she voted for may not constitute a violation of individual rights but rather a claiming of powers the city does not have under the PA constitution.
On the other hand, if it were against a right or privilege guaranteed to an individual by the state of PA the Feds could still charge her as violating 18 USC 242.
Anyone who has sworn an Oath to uphold both the state and U.S. constitutions, and who makes a statement resembling, “Who really cares about it being unconstitutional?” should be immediately impeached and removed from office. That sort of attitude has no place in public office within a free society.
She’s a Democrat, rules of law appear to not apply to them no matter how ignorant they are.
