[The difference I saw between working on government contracts as a "Senior Research Scientist II" at PNNL (I was once told I would be considered a "god" if I had a PhD) and working at Microsoft as a Software Development Engineer was like teaching high school Freshman versus earning my MSEE. But you don't need to be an engineer to see the truth of Reagan's statement. Just look an some of our government agencies, like the TSA.
